Government officials’ business trips and expenses to be monitored online

According to a presidential decree, starting from October 1, 2025, the organization and accounting of both international and domestic business trips of public servants will be managed through a unified digital module. This system will allow real-time tracking of travel plans, outcomes, destinations, the number of participants, and expenses.

On June 19, the presidential decree titled "On Measures to Organize Civil Service Based on New Approaches and to Form a Professional and Results-Oriented Corps of Public Servants" was published.

In line with the decree, beginning October 1, 2025, all aspects of organizing, recording, and analyzing government employees’ foreign and domestic business trips will be handled via the "Xizmat safari" module, integrated into the electronic platform hrm.argos.uz. Key provisions include:

• Enabling online monitoring of travel plans, results, destinations, personnel involved, and expenses;

• Tracking the direct, intermediate, and final impact of each trip on the performance of the specific government agency;

• Requiring public servants to submit reports on every foreign trip, which will be used to assess its overall effectiveness.

Furthermore, starting January 1, 2026, a National Performance Rating for government bodies will be introduced, focusing on the following main areas:

• Efficiency in managing and developing human resources;

• Speed and quality of public service delivery;

• Transparency of public institutions and their operations;

• Effectiveness of anti-corruption measures within government bodies and institutions;

• Level of digitalization in public sector operations;

• Performance of leaders and deputies of both national and local executive authorities;

• Other ratings defined by regulatory acts relating to government agency performance.

Based on these ratings, actions will be taken to revise operational methods in lower-level government entities, optimize management processes (through business process reengineering, BPR), and the performance of agency heads will be evaluated during cabinet meetings.
