Uzbekistan and Indonesia to remove flight restrictions and boost aviation ties
The civil aviation authorities of Uzbekistan and Indonesia have agreed to lift restrictions on air services and expand the network of flight routes between the two countries. As part of this agreement, cargo airlines from both sides will be granted third, fourth, and fifth freedom traffic rights.

According to Uzbekistan’s Ministry of Transport, the agreement was reached during bilateral negotiations held in Jakarta aimed at enhancing cooperation in civil aviation.
The two countries agreed to remove limitations on the number of airlines and destinations set by the current air services agreement, with the changes to be implemented immediately under the authority of aviation regulators.
Uzbekistan’s route network will be expanded to include new destinations in Indonesia – Denpasar, Surabaya, Medan, Yogyakarta, Majalengka, Banda Aceh, Tanjung Pandan, Lombok, and any two additional cities beyond Jakarta.
In addition, Indonesian carriers will be granted rights to operate flights to all international airports in Uzbekistan.
The parties also agreed to raise the frequency of flights from 3 to 28 per week for each side – 14 passenger and 14 cargo flights – with no restrictions on aircraft capacity or type.
For cargo operations, both countries will grant each other:
Third freedom rights (to fly from one’s own country to another),
- Fourth freedom rights (to fly from another country back to one’s own), and
- Fifth freedom rights (to fly between two foreign countries as part of a service that begins or ends in one’s own country).
Moreover, 50% of flights on the Denpasar route may be operated under a codeshare agreement.
The countries also agreed to increase cargo volumes and the number of designated carriers through an exchange of official correspondence.
As a result of the talks, the 1995 agreement between Uzbekistan Airways and Indonesia’s aviation authority will be revoked and replaced with the terms of this new arrangement.
In June, Uzbekistan launched direct charter flights to Bali, an Indonesian island.
